Tbh, I really only work with more villainous chars, but some may just be a little more "vile" or "arrogant" than actual "villain".
I have a ton of fandoms and AUs, so certain fandom villains (such as Toc-Man) are actually heroes in them. I will only list OCs due to this reason. Comments on their character designs would be wonderful~ Their dragons are just hosts and therefore irrelevant to their true selves and not my focus.
My active is more neutral now, BUT he is still the God of Darkness and I am just keeping his personality the same since I prefer keeping my travel stories mostly out of stuff unless it is a major development of a character. :P His profile's super filled as it is. lol.

Xac, used to be super brutal and cruel as well, but now only showcases such actions toward enemies -- and soldiers who don't prove themselves. But due to having a love life after years of hating everyone, Xac is trying to improve his control -- His beloved (one of my sonas,
Fuzo) is super anxious around yelling and swearing, two things Xac excels at most besides vicious combat.
Otherwise, I have these guys, who are actual villains:
Temptlord - Demigod of Temptations; Was actually betrayed by Xero and had to flee the kingdom when Xero went on a massacre spree. Also immortal due to surviving off the 7 Deadly Sins.
Dark Xac - Inner Demon of Xero's army commander, Xac. Depending on the storyline someone is reading, however, he will be either Dark Xac and super vile, creepy, etc. OR he will be the redemption story, Ultimo 00, who is not evil in any way and hates what he did in the past. (content warning for dripping body horror)
Darklord - Overlord of Voidominion, a kingdom located in the middle of a graveyard...Or maybe the kingdom IS the graveyard. Honestly, a very cruel and cold ruler. Only respects his wife, Senzo, who he summoned himself.
Senzo - Darklord's beloved and a hired spy. She isn't as evil as her husband, but she's very manipulative and even convinced the enemy kings that she's on their sides -- while not only visiting both kingdoms, but also returning to Darklord and informing of what she's found. Aside from the kings and Darklord, opinions about Senzo vary from a beautiful sight to a scary witch.
Black - Darklord honestly hates his "suck up" attitude (he's so loyal, you'd think he was trying to prevent being killed by Darklord!). But honestly? Black is a very cruel teacher and necromancer. Don't join his classes, you'll regret it.
The Bandits - Not a primary villain, but a huge group of pests in the Kingdom of Demonius. Just trying to steal the king's treasure and take them to their leader. The leader has no dragon due to having a rare color scheme and I just don't have the funds or space to try getting them right now. They're not a priority anyway. xD
PX-0 - That moment when your own kingdom hates you. Just a big dumb idiot with a short temper. Was also arrogant and lazy. Was swept away after making camp in a stormy planet, and his soldiers actually tried to make his death sound more "honorable". Good for them, but their king knew right away PX-0 was just a lazy jerkwad. :P
BlasterZERO - Actually originated from offsite, but I loved it so had to bring it here. Known as the Voidking, Ruler of the Void, and the Void itself. Seeks revenge on anyone affiliated with the former God of Darkness due to being "betrayed" by its kingdom after not returning from a mission. Even Xero and Temptlord are targets - and they were way after Zero's attempt! Temptlord was actually very young at the time, but Void recognized him as an onlooker from long ago.
