Well, definitely not as popular as genes like iridescent or petals, it works well with a few colors.
XXX or XXY's are always good, but it works really well with pinks if you use a yellow.

I'm not fond of it because of the price, and because sometimes, at first glance, I can't tell if the dragon has Stained or not.

It requires some very specific types of color combos to be worth using it. Most of the time stained will leave the dragon's colors looking muddled. I'm of the opinion that it only works with and in bright saturated colors, or grayscales

I really like Stained but honestly I don't have the money to spend on it right now. If it was cheaper it'd be on a lot of my dragons. My progens especially would look considerably better with Stained on.
I could fix like 3 permas in my lair too, but I just don't have the gems :l

This lady here is part of my original coli team. A 5 digit, 3rd gen, with a horrid primary that I have no idea how I managed to tolerate for 3 yrs. But then stained came out. Primary saved.

I'm afraid it's a bit too expensive for such a subtle effect. Thus people rarely use it. It can save some terts, yes, but so can spines or simply leaving it basic.
I have only one Stained dragon, because it looked too bright with the non-Stained prim and sec:

yet Stained made it nice and swampy :D

Funny enough, I cover it with a full-body accent now. Very logical, I know. I regret using it now, tbh, it was a waste with such accent anyway.

I like what stained can do for pie/paint & that jarring white that doesn't work for some colour schemes

Whether Stained works or not highly depends on the color combination. I like many Stained dragons, but it's often subtle.
For an example, here is my first Stained dragon; compared to what he would look without it I think it clearly completes him (no un-Stained primary color looks like this):
