For 90s-00s glitter, I used to use GlitterPhoto(dot)net, but it apparently shut down recently. Deeply annoying, so I guess I'm in the market for that too. I know there are some tricks you can do with the noise and crystallize tools in Photoshop, but that might be too much trouble. Anyway...
