She is a wise and just leader, but she doesn't make decisions for the clan on her own; Stormherald will consult with her council (made up of the original members of the clan) to choose the best path of action. Everything was good and fine until he realized they were very much in debt, so he, in his infinite wisdom, decided kidnapping criminals and selling them to a secret society for their bounties was the best way to raise money... It didn't go so well. One of these is much better at leadership than the other.
