Containment: By order of Overseer Helios, the Sages of Ouroboros are to be terminated with extreme prejudice and all influence to be purged. Depending on level of involvement and/or brainwashing, members are be either killed on the spot or have their brainwashing undone by guidance therapy, but all members are to have all tattoos destroyed / cut off upon capture or death.
At this time, the location of their leader "Quaternion" and the headquarters of the Sages of Ouroboros are unknown. Task Forces Alpha-1 "Hyperion" and Mu-9 "Mnemosyne" have been deployed to deal with the Sages of Ouroboros (see File OUR-Res-GRA-0004: Official Signed Memorandum from Overseer Helios). They do not know of the existence of "Apophis", but have been informed that the cult seeks to permanently purge dragons of the Eleven's influence.
Description: A cult wishing to sever a link between dragons and the Eleven's influence. They worship Entity 0002-UTS-EMS-4-5-GRA "Apophis" and believe that "Apophis" is a deity even greater than the Eleven and that they will experience salvation when it awakens. "Apophis" has apparently contacted the cult leader telepathically about its imprisonment, but not its whereabouts, which the cult is attempting to find. They do not know about Base MEHEN (especially given the Labs' strict monitoring of all employees associated with Project Orion).
All cultists wear apparel to hide their eyes, as they wish to conceal what they call the "curse of the Eleven". They have a tattoo on their left shoulder consisting of an ouroboros surrounding a number from 0 to 10, which they display openly when within the cult's HQ and hide otherwise. Analysis suggests that the magical energy of the cultists is magically removed via the tattoos where it is consumed by "Apophis", of which the ink appears to be "ichor"(which the Labs call "shadowstuff") mixed with unknown ingredients. The stronger a cultist's magical energy or the more that "Apophis" is able to take from them, the higher the number, and thus the higher-ranked they are. They are unable to use Sornieth's magic or the Shade because "Apophis" is consuming their magical energy (which they regard as impure stains anyway; they see it as "purifying the body from the Eleven's influence", so members are not allowed to perform magic from their home element, nor learn other elemental magics), and instead rely on things that do not need innate magic to activate, like items and grimoires.
Certain herbs and flavored candles are used to perform rituals by burning these plants, letting their incense put them in a trance.
Members are also encouraged to recruit new members. They make use of these herbs to make potential recuits lower their guard (where they are more likely to make hasty mistakes / become more vulnerable to suggestion) so they can sell them aroma candles, herbs, and antique notebooks, or recruit them.
OUR-RES-GRA-0002: HIEROPHANT OF OUROBOROS "QUATERNION"

Containment: By order of Overseer Helios, "Quaternion" is to be killed on sight and her remains to be cremated with Overseer Helios' sunfire. At this time, the location of "Quaternion" and the headquarters of the Sages of Ouroboros are unknown.

See PROJECT ORION CLEARANCE: Entity 0002-UTS-EMS-4-5-GRA "Apophis". She phases out of reality on infrequent intervals; the destination is unknown. "Quaternion" often picks up traces of foreign materials from the other worlds when she arrives back, of which the ones collected by the Labs have become an interest of study by the Orbis Alius Initiative.
"Quaternion" may have been the one who accidentally attracted its attention and brought it into Exile when she accidentally phased out of reality. Following the incident, she believed that it was a foreign deity even greater than the Eleven and started a cult worshipping it. Her tattoo number (see File OUR-RES-GRA-0001: Sages of Ouroboros) is 10.
"Quaternion" is constantly followed by a Reserved Jeweler of unknown power. Stolen cult dossiers (see File OUR-RES-GRA-0003: Compilation of Stolen Sages of Ouroboros Dossiers) indicate that, like "Apophis", it possess the ability to create "ichor" (see File ORI-UTS-GRA-0001: Basic Information; the Labs calls it "shadowstuff"), and this "ichor" is used to induct new recruits to the cult.
All sightings report that "Quaternion" constantly burns incense and carries a censer with her, often in search of new recruits.
