Mystic Sage

One of the Apostles of Ouroboros, aka the eight dragons directly under Quaternion. All Apostles' tattoo numbers are 9s.

She manages the existing recruits and oversees all operations (unless vetoed directly by Quaternion, of course). Cleobulus is of the opinion that Quaternion spends way too long with her head in the clouds and communicating with The Entity to actually run the Sages of Ouroboros, and that's where she comes in - effectively, Cleobulus is in charge of the Sages, because everyone else is too busy making sure everyone else is loyal, or is going to rebel anyway. Think "only competent worker exasperated by her boss' and all her colleagues' nonsense". Nobody knows why she joined the Sages of Ouroboros, and she's not telling.

Speaking of which, Cleobulus may be one of the least loyal Apostles to Quaternion. Thales is loyal to Quaternion out of choice, less so the Sages; if someone were to become the new Hierophant, Thales would still follow Quaternion. Pittacus has only ever known the cult since birth. Periander is a sadist and likes that Quaternion gives him free reign to do whatever he wants in the name of "rituals". Bias follows Quaternion only because she was promised power and influence that she could not seize for herself, and a higher calling which makes her matter. Chilon is probably preparing a coup if the way he acts is any indication, but Cleobulus personally disagrees with the way he's going about it and thinks she could do it much better. Myson genuinely believes in the cause, regardless of who leads it, and is a "BURN THE HERETIC" kind of fanatic. Solon... is loyal to the money Quaternion gives him.

Since she needs something to defend herself with in lieu of magic, she does alchemy and potion-making in her spare time (hey, it technically doesn't require magic, and Cleobulus justifies it with "refining ichor and other ritual ingredients" so Myson gets off her back). She also took up embroidery as a hobby. If asked, she claims that the embroidery will help Quaternion depict religious things better, but really, it's something her mother passed down to her and she uses to remember her. This also gave her an excuse to make her Apostle robes herself.

Unlike the other Apostles, her outfit is made of a special alchemically-treated fabric that absorbs magic, allows her freedom of movement, and comes with several hidden pockets, which makes her quite formidable in a fight. (It helps that as a Fae, she's tiny and she needed less fabric. It also helps that she carries knives and several alchemical ingredients around to make volatile chemicals to throw at other dragons in said hidden pockets.) Like other Apostles, the cloth is quite thick, meaning it catches most sharp cutting tools and arrows in addition to most magic. Like other Apostles, however, her wings, chest, and tail are exposed... Also, just because it absorbs magic doesn't mean it absorbs their side effects. For example, if someone suddenly makes a loud sound via magic, even though she won't get blown away by the shockwave, she can still hear it and the rocks the shockwave dislodges may still hit her.

Also unlike the other Apostles, the amount of incense she burns is minimal, only restricted to the lanterns she uses during formal services, and even then, it's mostly so she can have something pleasantly fragrant that cancels out the effect the other Apostles' incenses have on her (malicious compliance, woo!). She believes in willing loyalty where dragons actively follow because they believe in her, and not because they're addicted to whatever new blend Bias is burning this week. One of the above is more sustainable, and she secretly develops antidotes to the various incenses to give to her own inner circle to stop them from being influenced by others.
