You can go to the Crossroads (under Shop) and select a one-way delivery. Enter the name of the user you want to transfer treasure to. At the bottom of the trade offer selection page there will be a place for you to type in an amount of treasure or gems, then just click "send delivery." The other user will then have to go into Crossroads and accept the transfer offer.
You can also send treasure in a private message, but I would suggest using Crossroads.
