I have eleven imp permas, but can only make two emperors due to the elemental requirement. I get one lightning/arcane/light imp, and one lightning/arcane/fire imp. Alternately, I could have just one four-headed emperor.
lightning (6): miocene, lucian, tianyi, cebalrai, vulpactia, suzaku
arcane (3): yuanzhang, nysus, rusalka
light (1): galtan
fire (1): zinfandel
If I also haul in the fodder pile, I get 5 more imps - 4 lightning, 1 nature (new element!) - so that's a third emperor for me.

Anyway.
I would only make 1 really big one that has Water, Plague, and Lightning in it. A little family monster ball =,)

Two dragons is not enough to form an Emperor, by the way, so this lair is safe as well!
