General Outline of Story:
Everyone in the inn knows better than to play cards with Costa. No matter the type of game (higher/lower, poker, blackjack, go fish, etc) Costa always wins. No one in the inn really has a need to bet with treasure, but it still doesn't feel very good to owe Costa favors, especially since you don't know when he'll cash them in, and what he'd ask you to do for him.
(Sometimes, it's not so bad, like being asked to fetch him something from the kitchen. Other times, he might ask you to hold onto a cute notebook for him, before realizing that it's actually another dragon's diary and getting into trouble for it, in the case of
Reggi and
Finch.)
Perhaps of this, Costa's gotten bolder, and he bets he can get a favor out of the InnKeeper,
Lana, as well, and asks for a friendly game of poker with her when she's not busy.
Everyone gathers to watch, and what ensues is two cheaters trying their hardest to outcheat each other in a game of poker.
tl;dr:
Costa is a known cheat at cards. Fortunately/Unfortunately, the Inn Keeper Lana is an even bigger cheat.
Bonus:
Everyone thinks it's the most intense game of poke ever played, and while
Yukro stays quiet about it, he knows that it's just two cheaters trying to outcheat each other.
