Probably the most sympathetic of all the Employers, the Deliberator is a little concerned with with the Auditor is up to, however, it seems Stygian has it under control for now, so he won't interfere. Not to mention, despite being "sympatethic", he is still an Employer- which is to say, he does like watching the mindless violence caused by Hank and his team fighting the Auditor. It isn't a danger to reality for now- though when the time comes, he will punish both the Auditor and Stygian, if he feels like they deserve it. Sometimes he feels a little bad for all the lives getting caught up in the Auditor and Hank's shenanigans, but... ah well. Mortals will be mortals, and they will do as they please, regardless of better judgement.
The Deliberator is the unofficial leader of the Employers, though in reality, this doesn't mean much, since they're all equal in power level, anyway. It just means that, more often than not, he is the one to bring up concerns regarding the status of reality, and takes initiative in finding solutions. He is also the one to bring his fellow Employers back in line if they go too far- though "too far" for a creature like him is not quite the same what mortal creatures would consider "too far".
It was the Deliberator's idea to go to Nexus City, mostly to keep a better eye on Phobos. The fact that Jebediah Christoff, current bearer of the Halo that they gifted to Phobos initially was around was just a bonus. If push comes to shove it means they can manipulate Jebediah into doing their bidding- or if the situation is really dire, simply overpower the former scientist, and fix the mess themselves. That would be boring and aggravating, though, so the former is preferable.
Mostly, the Deliberator is concerned about... the creature Phobos has made with Project Nexus: Gestalt. Not even the Deliberator knows what its true purpose is, only that Phobos has not yet unleashed it, nor plans to, for now. Once he does, though...?
Ah, well... maybe Hank Wimbleton failed the first time, but the Deliberator is sure that, if aided by his little group, he'll be kept in line.
