Waldemar

A mischevious king, the latest in a long line of monarchs. Fanatically loyal to the eldritch gods his forefathers worshiped, and brings the children of his citizens to them as offerings. The unlucky ones are sacrificed to continue his reign and keep his youth. The "lucky" few are accepted into his court. Only those within his castle know the truth about his sacrifices.

To those in the other kingdoms, Waldemar's land is nothing more than an old legend, a rumor, or a forsaken piece of history. But it is still going strong, and outsiders who have discovered this fact are not seen again.

The kingdom is completely isolated from other provinces, and movement in or out is "strictly monitored" (read: forbidden unless in very, very unusual circumstances). The outside world is painted as a dangerous and uncertain place, and any dragon who is discovered trying to leave is strictly punished.

Waldemar has forced Pandora to be his wife, in order to create and raise up an heir just as devious as he. Of course, Waldemar wishes to reign for all eternity--until the eldritch gods force him from his throne, kicking and screaming. . .
