Oskorei is a captive ghost bound to obey whoever owns his enchanted skull. At the moment, the artifact is in the hands of Makeda, who has it mounted on her personal office's wall and occasionally summons Oskorei's corporeal form for her own amusement. Moshkaran's population is largely oblivious of the existence of Oskorei, as his ghost form can't be seen by most people, and he can't leave his skull too far behind.

When House Ivar was at the peak of its influence, Oskorei had everything a young noble could dream of. As one of the heirs to the most powerful clan in the region, he enjoyed a position of privilege while eschewing most of its responsabilities. Though many in House Ivar were tyrants or greedy rulers, Oskorei was more decadent than power hungry, only interested in selfish pleasures, fineries and freedom, rather than the throne. This was of no importance, though, when another force rose from inside and out to topple House Ivar. The tyrant king of House Ivar was murdered by shieldmaiden Nozette, who would unite the various independant cities of the region under her banner and rule the mightier Besart Empire, as a leader much more capable and fair. Along with the fallen king, all of the heirs to the former kingdom who posed a threat to her authority were executed. Oskorei was taken captive and beheaded by one of Nozettes lieutenants, and his head sent as a warning to his younger brother Morpheus, who lived far from court in the Elegat swamps. |
Oskorei's lifeless head, who would soon become the object of much interest, ended up at the mercy of Morpheus. The latter was little saddened by the passing of his sibling, and took the opportunity to practice his magic. Enchanting the gruesome head to attach Oskorei's soul back and force conversations with him, Morpheus questionned him about the fall of House Ivar, and he kept him as an undead pet.
When he eventually grew bored with the experiment, Morpheus discarded the decaying head, burning it and burrying the darkened leftover skull in a ruined mausoleum of the Hewn City, among other long forgotten remains. However, the dark spell that had brought Oskorei back would not allow him to pass on, and so he remained, alone.
The years passed, until one day Oskorei's skull was excavated by a tomb raider who made money digging up artifacts and other treasures from the Hewn City. His skull ended up auctioned among other curiosities, sent abroad, and fell into the hands of rich collector, so-called merchant queen Makeda, in Moshkaran.
When Oskorei revealed himself to her to beg for release, she realized she had gotten her claws on something far more interesting and valuable than anticipated. As the current owner of the skull, Makeda would command him as she pleased, summoning his corporeal form or dispelling him on a whim, and Oskorei could only obey. Playing along reluctantly, he could only hope to find a way to sway her into releasing him.
Since then, Oskorei has remained captive, a toy for a cruel and greedy character, unable to escape from her claws as long as the spellcraft that ties his soul to his skull remains in effect. And so, he has now been looking to reach someone for help, a task made almost impossible as most people can't see him unless he is called forth by the owner of the skull. Even then, he can't stray far from it - a strange throphy mounted in Makeda's office, along with other rare curiosities she has on display.

Although most professions are represented in Moshkaran, the city has produced especially talented scholars, particularly in the fields of botany and alchemy, as well as skilled diplomats and courtesans both from the merchant class and the nobility. Finally, one may find a more spiritual calling there, as all deities possess at least one shrine or temple complex in this capital.
