I think this is a very cool idea, but it might make skins and accents a bit more difficult, as many have designs on the horns.

Different breeds have different types of, horns, to start with, so it'll be more breed-specific than eye types and you'll be limited to fewer options per breed.
For example, fae doesn't have horns, they have crests, and I'm not sure what different types of crest they can come up. Same with mirrors that they have this 'bone-like crest' which are not horns. Then there's imperials which has antlers, and skydancers that has feathers with no horns, and same with coatls. Snappers have these 'stumps' or thick spikes that can hardly count as horns...
I think the idea is cute and can be interesting, but it'll have to be more flushed out to be realistic. Otherwise this is a suggestion more suitable for apparels, imo.

Not even just accents. This would require multiple redraws of every single piece of apparel that interacts with a dragons horns... which just seems unreasonable.
I can support more horn types as [i]apparel[/i], like the roundhorns, but I can’t support changing a dragons actual horns.

Why not just make them apparel of different kinds of horns. Then you don't have to worry about the skins or anything. There's no reason to make things more complicated.

Same as others. The reason we have different eye variants is because eyes are universal across breeds. All breeds have at least (nominally) two eyes (many breeds only have one eye showing) so there will always be at least one variant showing. There would be no need to actually add an eye to the dragon.
Plus, since eyes are something skins aren't allowed to change, skins weren't truly affected by the eye variants (yes, some of the variants need tweaks due to potential layering issues with the primal and multi-gaze eyes), nor does it matter if the eye variant breaks the outline.
However, adding horns as something that occurs naturally through breeding would mess a TON of things up. Some breeds don't have horns, so they would have to have them added.
This would also mean that players who don't want horns on say fae or coatls would then have to hope there was a horn removal kit, which means more money to remove a feature they don't want.
Since these were 'natural' varieties, this could also mess up skins and accents because they would layer differently than apparel, so you have a horn that is supposed to be on *this* side of the dragons head, but due to a skin it is covered until it breaks the dragon's line art.
Adding these as apparel would work the best, because then there is no need to worry about any of the above.
Players who don't want horns on their dragons would simply not put them on the dragon, there would be no need to worry about adding horns to varieties that don't already have them (as it would be just another apparel piece), nor would there need to be a worry about skins and line art because the apparel would layer over the skins.

No support, only because they're likely to look about as good as horn apparel anyway due to breed diffs and the limitations on altering the lineart cus of the image generation system - the new eyes occupy an existing 'empty spot' on the head and don't need any change to the underlying dragon to function (im imagining horns would require at least very subtle headshape changes in order to not just be slap-on like the current apparel.)
If they were relatively uncommon and/or removable, I don't think skins/accents would be toooo much of a problem.
I would lovelove some of these as apparel-horns though. :o
