Gino is my pick for most likely to be a cultist. He just looks like he does things and tells very obvious lies about it, but no one asks because they know whatever he's doing is not something they wanna get involved in.

This girl looks so ominous I had to pick her. Ridgeback females wear the harvest guise so well and it really makes her seem like the sort of dragon who would appear to whisper false truths into a clan's ears and steal away the gullible for her own uses.

That neck is just too wiggly. If she isn't a cultist already (and with the skull on the hip, the tattered wings, and the eye tattoos she probably is), people are going to start a cult around that neck.
