Yes, it has monster defense but is really slow. Not to mention all other stats aside from defense suck.
Imagine it's being attacked by a pack of Mightyena or some Fearow. Poor guy can't run, and can't really attack (unless it knows Power Trick, but now its defense sucks and is still slow, so can't really get an attack off).
I'd pull an Ash and just cover that poor Bug turtle thing and accept my fate.
Plus I just think they're cute (:
