I'm torn between unlocking the very last slot because of completion, and the 300 gems I don't have to throw at it. It's bugging me so much.

Nothing! I do have a couple of dragons with all their apparel slots taken that COULD use a few more, but in the end I tend to put them in the "expenses i don't really actually need" pile, and never bought any. This guy sure could use more dog apparel, though :
