The first one to catch my eye was Grell, of course. I haven't watched Black Butler in years, but it used to be one of my faves-- and straight up, who doesn't love her? This outfit and dragon you picked is like, picture perfect-- midnight ghost just gives the most *chef kiss* markings on their face, and lightning multigaze has this like... not sure how to say it. but it really makes Grell look kinda more than dragon. which fits, really, since, yknow. Grim Reaper! and flamboyance.
