While PAs are faster, CRs allow for notes, which is useful for our double-timing receivers, and CR's allow for both trades and for "gifts". The trade aspect is closest to the PA system - you'd be sending in your dragons for half levels while receiving payment. However, for sending in dragons for full levels you need no money in return. As far as I know, the PA system requires some sort of payment, much like the old CR system. So, instead, the one-way system is more efficient with just chucking dragons with no other requirements.
