I feel I got perfect terts for my starters, but I support this as having one progen with fully selected primary/secondary/tertiary colors (locked within the original color palette of course) probably wouldn't hurt the game as much as one might think, especially if your second progen is still randomly generated. Maybe an added function where your random progenitor can't have the same tertiary as your custom progenitor to avoid the risk of winding up with two ice-tert starters, for example.
