New dragon breeds are already coming out as fast as they can. Creating new ones involves a lot of gene drawing (and an insane backlog of apparel for moderns), it's not something staff can just toss out rapid-fire.
App development is also not something that can be done on a whim. It requires specialised programming knowledge (particularly if you want to do it well!) that it's likely the team does not have. It's a lot of time and therefore expense to develop - estimates run around $40,000 for an average app. It's also a huge chunk of time when development of the FR website would be stalled or drastically slowed.
Once an app exists, it significantly increases the ongoing workload. Updates must be made to both the app and the website; app releases must also be much more heavily tested as getting new updates into a store is not a quick process and cannot easily be reverted if something is wrong. It would make more sense to continue making the site more mobile-friendly. Apps are a lot of development, a lot of extra support, and just in general a lot of work that isn't needed for a site like FR that is made for and functions fine in a browser, especially with continuing updates that make the site easier to use on mobile. Like... what would it add to the game, other than more development time & resources and having to ask everyone who asks for help or reports a bug "are you using the web or app version"? It won't really make it more accessible to more people because if your phone can run a game app, it can also run a browser app.
I wouldn't be surprised if the release of new breeds would be slowed significantly by the development of an app version, since while it is an art-heavy job, it does still require coding to get everything uploaded, make them acquirable, having to make sure it works on another platform, etc. So if you want more breeds, an app isn't gonna be the way to go.

No support, apps are pretty expensive to develop and maintain and even with ads, I think the cost could threaten players ability to play without paying anything. The site is pretty mobile-friendly so I don’t think we need an app. If they could work out dressing rooms kinks and such on mobile then there’s really no need for an app.

And just to be clear, the site is already surprisingly mobile friendly for its age (and for being forum-based). There are a lot of details that still needs to be streamlined,* but most features can be accessed on mobile relatively pain free. I've got a shortcut to crim on my home screen and just open up the webpage as if it were an app, no problem at all.
*and magnified. There's currently way too much pinch-zooming involved in navigating the site through finger pokes on a small screen - but even so that's infinitely preferable to getting an entirely separate app that likely wouldn't have 1/10th of the site features.
