Wind: Craft or Indulgence
Wind is pretty much never described as harsh, bar the twisting crescendo, and so instead of spending all their time on things needed for survival, they have lots of time to creatively branch out. For example, it's worth pointing out that instead of living in hot-air balloons to stay airborne, they choose to live on KITES IN THE CRESCENDO.
Imagine how sturdy a kite has to be to manage staying airloft in a magical superstorm whilst carrying a village of dragons. I would see carpenters, toymakers, muscicians, painters and everything in-between all thriving in the indulgent, fun-loving and eccentric culture of the wind flight.
