I think it's a runestone.
A very stunted obelisk who is having a bad day while in stone form and really just wants some ice cream. Unfortunately he is also has an intolerance to lactose, which sure he could go get some made for that but it's never a convenient choice and there's never enough flavor options. Plus he's also out of sprinkles and how can he have ice cream without sprinkles? He's just having a bad day.
