it's not exclusively for apparel, but rusted treasure chests are very cheap and have lots of variety
alternatively, the later dig sites in arlo have apparel bundles that give a secific amount of items within the same set (plus the added suspense of needing to dig them up, which can also contribute to the randomness)

the short answer to your question is: depends on what you consider "good" apparel. if you don't know what you're looking for, you can play around in the Dressing Room

a lot of apparel items can be found in chests, and there are sets that drop in the Coliseum or can be bought from the shops in the Grand Exchange. there are also apparel sets that are exclusive to the Treasure or Gem Marketplace and festival apparel items that only appear during festivals in either Joxar's Festive Favors (where they'll only be available for the duration of that festival) or Joxar's Spare Inventory (where recolored items are available every festival. Joxar also has a Spare Inventory Crate chest that can give you apparel items from past festivals). and finally, you can dig up a few apparel items at Arlo's Archaeology at the Trading Post.
if you find an apparel item you like and you don't know where to get it, check the Game Database
