@TheGayTimes28 The fastest way would be to train it with an existing level 25 in a high level area. You could do this with your own dragons, either ones you already own or ones you buy, or pay someone else to do it for you in the items for sale forum.

Fastest possible way is a pair of Kelp Bed Trainers and it takes around 4 hours. Next fastest is a double fodder trainer in the Mire or Ghostlight Ruins.
Without an already trained L25 or two your options are to rent one or two (check your flight's Sale or Dom forum) or hire a trainer to do it for you (Items for Sale).
If you'd like to do it on your own I suggest any other two dragons you want to be L25 and follow EeveeDream's updated Coli Guide.
Side note: Light dragons are not great in any of the higher (L20+) venues and are actively bad in the Workshop, Kelp Beds and Portal. If you want to use this guy as a trainer I'd suggest a different dragon. If you're really set on him stat him to the current Mire Flyer build which is stable enough to take on a bad element.
