I've actually just submitted a post to the Bugs Report Forum asking for clarification about the inconsistency of Coli gene rarities. Because I have a feeling your question is going to be asked a lot. Perhaps not about Flecks in particular, but just the Coli genes in general.

And I personally would also like to have actual confirmation about what's currently an error and what isn't. If the devs are doing a slew of gene rarity corrections in the next couple of months, might as well get this issue sorted out now.
