Everyday each clan is awarded 10 gathering turns. Additionally, clans that have kept their dragons well-fed (e.g. the clan health is kept above 80%) for at least 3 consecutive days get an another 5 daily gathering turns. Depending on your flight's Dominance performance in the previous week, you can also earn an additional 1, 2 or 3 turns on top of your other turns.
None of these turns roll over into the next day, so make sure to use all your gathering turns each day!

The gathering system works off of a random number generator: it first rolls for the star rarity (1, 2, 3, 4, 5, shiny star), then it rolls for a specific item in that tier, and then for how many of that item you will receive. In this way, items of a certain rarity will only compete with each other, and not with items of a lower or higher rarity.
Gathering level increases the pool of items that you can get for each rarity. The items that become available at the higher levels are generally worth more hoardsell value and more food points than items from the same rarity that are available at the lower levels. Because there is a wider variety of items available at higher levels, it does mean that your chance of acquiring any specific item drops as you level up.
The chance of acquiring rarer items does not increase with your gathering level. Rare drops such as familiars and eggs are rare no matter what your level is.
