As I recall, the original goal was actually two breeds a year, not one! One breed a year happened because of a certain world event.
As to why we're getting three for this year, the description of the youtube video gives an explanation.

So the implication is that, since this Ancient is a gem breed and gems aren't so easy for everyone to get, they're aiming to release yet another Ancient that will be easier for casual players to acquire! Something they totally didn't need to do, but if they think they can meet this goal, then all the power to them! Maybe we could view it as a sort of makeup for going years between Bogs and Gaolers lol
