Has this skin truly never been released? I did a quick search and all the posts say it's still not released. I hope they make it available it's a nice skin.

If you want to help find other missing skins and are a site skin collector. You can use the filter options Not in Hoard/Vault and Site skin. From there it would be a lot faster to look through.

That's very odd. I wonder if there was a reason they chose not to release these skins, or if they were just held back and then slowly forgotten about.
I feel like if they decided not to use the skins at all, they would remove them from the game database, as I have seen happen to some rule-breaking skins and accents that somehow slipped through the cracks. As it is, it's a strange situation
