why are they so close up

Somewhat serious answer/guess: I think what's going on with dragon icons is that, for uniformity, all dragons have the same amount of zoom. Snappers would benefit from having their face zoomed out, but that would break the uniformity and possibly decrease icon quality.
(plus it wouldn't be as funny to see snaps when they aren't like those pictures of dogs that're really up close)

To my knowledge, all adult avatars work the same. Hatchlings get resized due to the fact they are 'bigger' on the canvas because they're very small to begin with.
Snappers have a big face so they take up the entire square. Some poses just have a lot of negative space around them and that translates to the avatar.
May I recommend this thread?

That's why I go with female guardian! She's my progen, and leaves no room for white spaces on the outside of my avatar!
Same. It looked OK before we got vistas since everything was white/blank, but now that everything else is coloured in that white space looks weird. That's why I think male Spirals make the best avatars, but sometimes you want to showcase a different dragon... I wish the background would be filled in by the vista or scene you have equipped...

It's white space because it's a transparent image and the reason why it's white is because the background element behind the image is white. If you remove the avatar element completely, you get this:

And if you change the background colour, you get this:
