Had some thoughts.
Presumably, all dragons have at least, like, pseudo-lips, since they can differentiate between the "M" and "N" sounds. A lot of the dragons with rigid, taut jaws (e.g. Banescales, Nocturnes, Snappers) definitely wouldn't be able to pucker up, but you could still... I don't know, bump the jaws together?
Physical possibility notwithstanding, kissing usually has a lot of social signifiance-- how might that differ between breeds? Faes probably have some sort of replacement-kiss-gesture via their crests, like this emoji: [emoji=fae love size=2] I can almost certainly see a lot of the more gregarious breeds (Skydancers, Tundras, Banes) doing a cheek-kiss-for-greeting sort of thing, similar to the multitude of European customs surrounding that.
Almost all dragon breeds certainly have some sort of nuzzle gesture for affection, like when a cat rubs its face on you. I can't see this working too well for Imperials or Gnarlhorned Gaolers, though-- too much of a chance to lock horns together by accident.
Ridgebacks... probably don't kiss. There are logistical problems.

I agree with this, I think that kissing would be hard with such long snoots.
