Wait.

What if all the unfamiliar dragons and Craklinne are actually manifestations of the Shade or some other evil entity in disguise, and they want to make the reactor to either give birth to a new god/Shade god that they can control (or possess a god body, if they are the shade) OR just want to destroy the world?

OR they're an organization trying to get some power and influence and make a big cult, or the same but instead with the shade as the organization/ power behind it.
