This is Topaz. She's a gem merchant, rather fittingly since her entire body (including her eyes) seems to be made of shimmering crystal.

Talking about being made of crystal, Starfall started life as one; a chunk of crystal that fell from the stars above and crashed into the starfall isles. The arcane energies transformed her from a rock into a living, breathing dragon. She can't fly back up to the stars of her home now; she's far too heavy to really get up in the air again. Jewels and crystals aren't exactly light.
