Dust Devils are usually what those things are- personifications of the dry, arid climate, born out of sandstorms and mirages. They're able to teleport by disappearing and reappearing in a puff of sand or strikes of lightning, and they're often very mischievous. They can cause a lot of trouble for the Spire engineers, and tend to get on well with Shadow dragons. Dust Devils tend to enjoy wreaking havoc, but they don't generally go about it as mischief for mischief's sake. What motivates them is curiosity, not malice, and they can typically be found performing impromptu stress tests on Lightning inventions, whether that be by suddenly sandblasting them, or by finding out how high a voltage that new tool can go. For this reason, Spire engineers generally see them as a nuisance when on the job, but for this same reason, most Lightning born dragons enjoy the company of Dust Devils. When your eyes snap open in the middle of the night and you wonder "How many Charged Duneberries does it take to turn on a lightbulb?" you know a Dust Devil has your back. They manifest out of real sandstorms in the Shifting Expanse, especially, but not exclusively, when lightning strikes the center of one.

In the vastness of the Expanse, some dragons see things, and sometimes, the things they see are real.

They manifest out of real sandstorms in the Shifting Expanse, especially, but not exclusively, when lightning strikes the center of one.

trivia_
imp vs spiral:
You may be tempted to think that the bigger a dust devil, the more powerful it is, but more often the opposite is true. More Statics look like Spirals and more Darudes look like Imps, and Imp Cling-ons are less charged than Spiral ones, and Spiral Arcs are more dusty (in a good way) than their Imperial counterparts. it all comes down to density in the end- most dust devils are about the same amount of dust, or charge, so smaller devils generally give more bang for your buck, so to speak. Of course, this isn't a hard and fast rule- an extremely charge dense Imperial is possible, if improbable. But generally, smaller devils are stronger. If a devil stays the size of a hatchling for most of their life, odds are, they're extremely charge dense.
