These secret locals are where dangerous, feral Ghouls are kept. While most of them are scattered throughout the Plaguelands, there are many more in various locations around Sornieth.

[font=cambria]Not all Necromancers and Necroservi who operate under the Reclaimers' banner are members of the Necromantic Council*. In fact, many are allies who operate as a spy network, sending reports to the Reclaimers should they hear rumors or spot signs of unchecked Ghouls. Ultimately, it is a dragon's effectiveness and mettle that matters to Quaintana - actions over words. Any dragon can be an ally of the Reclaimers.
Ghouls serve under a Necromancer at all times. This is primarily a safety precaution. It is well known that several Ghouls have the respect of their handlers, but, like fire, that means never dropping your guard. Neutralized Ghouls have a lot more freedoms and often work independently or with a Necroservus to track and capture feral Ghouls.
** To achieve a rank higher than Agent, a dragon must be registered with the Necromancer Subspecies on either the [url=https://www1.flightrising.com/forums/drs/2412017#post_32545843]Elite[/url] or [url=https://www1.flightrising.com/forums/drs/2739028/]Standard[/url] list.
