Anything that is text or just shifting the colors/saturation/etc I use Paint.NET & less-often, when stuff needs lines added/fixed (like the slinky bands and torcs) I use PaintTool SAI. Paint NET is free & if you go to play around with it, I highly recommend looking at user-made plugins. People have made some great plugins for it.
