Moonrun spends a lot of time on his own, feeling out signs from the Fates for events where they may have made a slight... oopsie. Getting them to admit they made a mistake is difficult, and as such they try to fix it as soon as possible. Moonrun is one of the dragons tasked with helping in this endeavor. Gifted with the ability to make time, chance, and sometimes other dragons, bend to his own will, he sets to rights places where fate has gone a little awry. That sometimes means reconnecting souls with their bodies, or untethering the two. The Flower doesn't much like doing the latter, but where the Fates direct, he goes. And he knows better than to get one over on them. It doesn't always end well.
