That is, of course, but one way of looking at it.
Kagutsuchi himself would argue that his light is what inspires mortals to create. He is, after all, the God who deals with the creation of new worlds.
No world is perfect, and no God, even Outer ones, can create a perfect world. All worlds, without fail, will drive themselves to destruction. This, then, is what allows the Conception to happen; the destruction of one world, to make space for the next. With a few chosen mortals, who will drive the creation of the new world, and shape it in their ideal one.
Of course, mortals ascending to godhood cannot make a perfect world. Their ideals are flawed, and so are their worlds. And thus, the cycle repeats itself. It is this cycle that Kagutsuchi oversees and influences, bestowing power upon whichever chosen mortal proves themselves to be the most determined and worthy of creating a new world.
Alas... there are some who would see to break this cycle. A preposterous idea; no world can be eternal, and no world can be perfect. When a world reaches the precipice of destruction, there is no way to repair it. It must be destroyed.
And yet. Kagutsuchi's hand was forced.
How unlucky, that one of the chosen mortals had been influenced by the king of lies. How unfortunate, that he refused the inspiration Kagutsuchi's light bestows.
The Demi-fiend has had many incarnations, their wills helping to shape his chosen ones' worlds. They are important setpieces in the world of creation, the Vortex world. Volatile, but important. Their will alone can help an otherwise unworthy Reason for the world take shape, and overpower all the rest.
But the last Demi-fiend... he was too inclined towards Chaos. He would not follow the Great Will, and reshape the world. He forced Kagutsuchi to rebuilt the world as it was, with his overwhelming power. No Reason was chosen; only the Demi-fiend's own will.
This is a decision that will, without fail, lead to suffering. The suffering of the world, the suffering of its people. The suffering of the Gods of the reshaped world. Gods that should have been cast out, that should have become demons alongside the rest of the old, cast-out Outer Gods.
It has already started; The Machine is falling apart. The world is suffering through the Demi-Fiend's doing, as Kagutsuchi had predicted. This was a world meant for destruction; it must be used to create a new one.
Perhaps, some mortals can still be influenced to trigger the Conception. Perhaps, Kagutsuchi can cast out this Demi-fiend, and leave the Vortex world without one's influence. This Demi-fiend is dangerous, after all. He may trigger the destruction of all, if left to his own devices, influenced as he is by the demonic.
All Kagutsuchi can do is bide his time, and influence other mortals than the last ones to trigger the Conception. There are plenty of good candidates in this world that is on the precipice of destruction; they shall destroy the old, and create the new out of the old's ashes.
The time will come. That is for certain.
