Molly (curled horns) and Mindy were raised up to be fighters, hatched by a spider-like Aberration from some abominable dimension. They had to fight their siblings for meals, and when they were chased out of the nest, they tried to fight their father (a cowardly dragon who is terrified of her). They tried to make their way in the world by fighting for resources.

Their venom is remarkably mild for a creature so spider-like -- non-Plague dragons only seem to get flu-like symptoms if their immune function is strong. Plague dragons are unaffected. As a result, the twins developed a crude way to obtain resources for themselves: use their sticky spider-silk mucus to bind other dragons until they're immobile, then steal anything useful. They usually leave their victims alive afterwards, but once when a victim of their theft tried to take back their belongings, Molly and Mindy tied them down again with silk and struck the vulnerable throat.

They may not be used to existing in polite dragon society.

Relates to others by physical combat? Highly belligerent and loves to quarrel. Difficult for some dragons to get along with as a result. Sometimes the heads talk over each other, which can escalate to them arguing amongst themselves.

It's possible that they're Ardos's ward, involved in a program to try to rehabilitate them into polite members of society instead of violent thieves. Because it's Ardos, I'm sure he's not afraid to go beyond his jurisdiction/paygrade/etc to execute the twins if they prove to be too dangerous and untameable.
