___The Council was formed from survivors of a Banescale colony that was attacked by Azazel's Legion in the South. When they fled north to the shadows, the abandoned City of Obsidia appeared before them. Vowing to never be weak again, they formed under the rule of Apocalypse and begun unethical experiements to gain power. One experiment causing their leader to lose her ability to speak.

___The experiments allowed Apocalypse to drain power from the Council members in times of need. The city grew and with this power, the council ruled over the city of Obsidia answering only to Apocalypse.

___The obsession for power is never-ending. Wherever there are powerful creatures, the Council will "collect" them to harness their energy - like a battery. Rumor has it that they are even after Zalaam, a chaotic guardian spirit that has been the protector of Obsidia since the beginning. Zalaam has always made presence when the city is in danger, exemplifying unimaginable destructive powers.
