Tove is the mother of all angels, the harbinger of all that is right and good. She watches over Sornieth from her place in the Heavens and occasionally sends down angels to help those who live there.

Tove has a peculiar fondness for the dragons on Sornieth. She tries to keep it hidden - such high beings shouldn't be concerned with the lesser ones-, but it's not hard to see. Especially, she favours the settlement on the Plagued Outskirts, sending down two of her best and brightest to purify it.

Tove had wanted the settlement entirely gone, plagued by memories of her past lovers and thinking that perhaps the removal of the settlement would fix her grief. However, she was extremely relieved when her angels decided they couldn't do it - though she buried that relief deep down.

Tove is incredibly kind and maternal, as well as a huge romantic. She's still deeply in love with her late spouses, and finds herself constantly admiring certain mortals (especially ???).
Back to her maternal side, she cares deeply for her angels, and any other creations she's made. She sometimes creates mortal children, though they're never quite "normal" - they're usually made from something like crystal or stars. Her favoured children are Jay and Asterope.

Tove is otherwise reserved, and tends to come off as intimidating. She's quiet, but in a way that's regal, not shy. She spends many hours of the day reading ancient tomes, with not much else to do in her day-to-day life; when not doing that, she's making sure everything is in proper order, her angels doing well and her people still alive.

She's taken to watching over the Outskirts with special care, no longer bent on destroying it or ignoring it completely. She's working on allowing herself to feel "imperfect" emotions, like grief and heartbreak, and including the Outskirts in her vigil is part of that work.
