The Scarred Wasteland is home to only a few settlements due to it's difficult terrain. The most famous (and by far largest) of these settlements is Hellwell Undercroft, a metropolis of bone and ruin that houses Castle Hellwell and it's court far to the Western border. While the city itself is a sprawling testament to Wasteland denizen's perseverance, it's what lies beneath that is just as, if not more impressive.

A labyrinth of ancient tombs, chambers and waterways criss-cross under the cracked streets for miles down, layers upon layers of artisan's work from ages past, all building their crown jewel in the same space. The result is an impressively constructed tower in which only the peak crests the rotting surface. Below, all sorts of unsavory creatures lurk: Primeval beings who hunted long before this land had titles or names, vicious dragons hiding from their pursuers, and daring explorers greedy for ancient treasures.
Ninkilm is one such creature. No one knows how or when she arrived, but the murky, fetid waterways just beneath the Undercroft is her domain, and her army of feral rat creatures keeps it that way.
Though no one has dared venture close, rumor has it that there is a massive den at the heart of the waterway network, housing the Queen's foul throne and hundreds of her twisted rodent minions
