Keaunos, a storm shaman, part of a nomadic tribe of desert-dwelling dragons who roam the Charged Barrens. The nocturne claims he has the power to summon rain clouds and bring downpours to the parched canyons and rolling sand dunes, and that he can interpret the skies and read patterns in the veins of lightning, and hear voices in the claps of thunder that crash overhead during the fierce squalls that frequent the high voltage heartland.

Few outsiders take much stock of Keraunos' gifts, as the majority of the Shifting Expanse have come to rely more and more on machinery than magic. Still, there are some who continue to believe in the old ways, and the storm shaman can be a valuable source of knowledge, if you can decipher the information within his riddle-speak. The bone and feather adornments that his tribe make are prized by traders, and the gatherers of The Lastsparks occasionally visit old Keraunos and his kin to barter trinkets and swap supplies. Sometimes they will stay and watch as the nocturne calls to the sky, seeking the advice of the lightning gods, and listening to the booming replies that only he can understand.
