has made a good couple of deals with the people in this hotel, which is part of the reason why they spend their afterlife the way they do.

Lucifier used to live at the very top of the hotel in what is basically just a mansion teetering on top of the biggest architecturally unstable building ever.
When he was first cast to the bowels of hell, he was chained at the bottom and had no way to move around or provide influence on people. He was stuck there from his banishment to the death of Christ, when he broke his shackles in rage.
He began to build and empire, and at the center of it was this great big monolith that held the souls of the truly damned.

The reason he lives at the top is to try and see heaven, and mock them with his own great standing.
Eventually, he began to realize just how infinite hell was. The dark skies reached endlessly up and away.

Bored, Lucifier left his throne to go up to the mortal worlds and have fun doing whatever he could to spite god and damn mortal souls.

However, back at his kingdom, the people roamed and began to writhe in fear as Malthael climbed to power.
