No one is quite sure where Kelpie, the oldest and largest of the council, hails from. Her eyes are always covered with a thin veil to hide their crimson glint- a common rumour is that she was cursed, was never meant to be plague. Surely, she was too refined, too calm, to naturally belong to the clan of vicious warriors. Others whisper she crawled out of the contagion herself, a mass of mess that congealed into an Imperial. And that the veil is only to pretend she isn't a monster.

If power is her goal, she has long achieved it. She sits at the very highest point of the council, revered as a deity by most of the city. She has the unspoken final say in the majority of decisions. But power is not what she wants. The routine of the council is second nature- even as voices raise and teeth bare, her mind drifts to more important matters. A skydancer.

A skydancer with scales of blackened ice. The first, the prototype, the test- cursed to be sealed in a glacier for eternity, to only be restored in the event of a draconic apocalypse. Until she was rescued, by a warm-hearted Coatl who'd seen her shadow in the ice. And the skydancer found she could not die. This is what Kelpie seeks. The skydancer's location is a well-kept secret, but eventually, someone will tell. This is the truth of why thieves are allowed to stay in the town- and why they are not allowed to leave. What Kelpie doesn’t realise is that if a criminal was to tell, they wouldn’t tell her. They'd tell Vayne.
