Tributary Envoy of the Exultant Order quiet ⟐ polite ⟐ guarded |

Given the many clans subjugated under the Exultant Order, it is no surprise that payments of tribute are responsible for a large portion of the clan's riches and resources. In return for such tribute, subjugated clans are offered the Order's protection, commerce, and access to its skilled apprentices and artisans. However, not all tributaries are treated equally: those that accept the Order's rule without a fight are often given the most favorable of tributary agreements, with lighter payments for greater benefits, while those that only surrendered after lengthy conflict must face the heaviest of demands. In the former case, tribute is often demanded in the form of resources and treasure. In the latter, it is demanded in lives. As a tributary envoy of the Exultant Order, Sundrop has the often-grim task of traveling to tributary clans and leading the procession of couriers and prisoners alike back to the Order's territory. It is a strange journey—when arriving in the territory of the Order's subjects, reactions range from anxious fawning to open resentment. Yet, when he returns to the Order itself, the arrival of his procession is treated as a joyful event, worthy of celebration. Even so, Sundrop himself remains reserved, his demeanor taciturn and serious despite the cheers and revelry surrounding him. In truth, Sundrop was not always the one leading the tributary procession. His arrival in the Order was as a tribute himself, offered by a clan that had fought long and hard against the Order's incursions. For their resistance, defeat came with a heavy cost: half of the survivors, to be handed to the Order to be either saved or Sent. Of those handed over, Sundrop was the one of the few to be spared. Sundrop maintains a philosophical view of his own past. He understands that his own clan could have escaped catastrophe if they had simply acquiesced to the Order's demands from the start and that the Order was merely reacting to a threat to their security. Still, he keeps a polite distance from the other dragons of the Order, treating all with civility but offering few true friendship. Even for those to whom he comes for the purpose of collecting tribute, it is hard to hold a grudge against the quiet Pearlcatcher, who lays out the Order's demands in a soft, reluctant voice, his gentleness a paradoxical warning of the consequences of withholding the Order's due.
