About Outburst:
Outburst was a clan of the Observatory, once devotees of the Arcanist. After a particularly vicious beastclan attack, the clan fled to the Shifting Expanse to live at the Tempest Spire. The clan had old allies in the area. They now live happily in the domain of the Stormcatcher, though some remain star-obsessed from their time under the Arcanist.
