I've been in here the past two days and I finally have a Cecil together enough to ask for your help! (he's gone through a lot of changes today)

Apparel Slots: 13
It might be a little hard cause there's no specific canon way that cecil is supposed to look. Maybe try googling some fan art? I'm so excited for your help!

I went with a general consensus amongst fans and tried to incorporate the main features that seem to repeat. Also, I kept the cat XD It's 9 slots but feel free to add/take away etc.
I went with the white Renaissance Shirt since there's a lot of art with him in a white shirt. If you're after a purple shirt with a black waistcoat, I'd suggest the Dusk Rogue Vest and Dusky Peacekeeping Vest for the two toned effect! Also, if you don't like the Black Aviator Helmet (they don't have headphones), buy a Daisy Flower Crown and (it'll be expensive but) a Silver Sylvan Headpiece or Silver Seraph Headpiece. It'll look like he has hair. I also gave him small glasses XD
The most expensive parts of the set will probably be the Black Aviator Helmet and Boots, the Black Tulip Flowerfall and maybe the Seafarer's Breeches (a lot of art has him in pinstripes). I added the Red Glowing Clawtips to tie all the hints of red together since there's no waistcoat with a purple bow tie.
Aaaaand, here's the outfit on the scry with glimmer! Imho it makes it so much better with the darker purple.

I don't want to cover him up too much - I feel like Tiger matches his sweater vest pretty well, and looks like chalk dust on his arms. He needs something to make him feel a bit more finished, though.
Also, I may end up adding the PONS headset to his outfit to match the accompanying Newt dragon I'm still trying to get. The headset looks like this:
