To your right, up the winding stairway, are the rooms for councillors.

Each member holds unique skills to run the store and all of them represent an independent vote in the Teahouse assembly. Individuals are elected through an equal weighted vote of all current clan members. A dragon who holds this position well, receives plenty of healthy respect, but never excessive wages or luxurious sleeping quarters. Members may retire if they fail to live up to expectations or collapse under the workload.
