It depends on the price of the fodder (and what you're getting for them - if there's a raffle on and you have to pay 16kt for fodder but get 20kt, that's the same as paying 7kt to get 11kt).

Usually it's 6 (or even 5) but fodder prices have been high for a while due to all the battles and pushes.
