Hey I have an USD art shop (link in sig) - cuz I don't really have a signature section YET we could discuss the prize! (cheaper than the listed ones of course)
For example maybe a lineart + simple shading fullbody piece for 30 - 40$?
and yes I can draw dragons (here is an example of a WIP - will becoma a painted piece soon but it's still in the sketch/ anatomy phase):
